The first word of this line is *kārayati* ‘causes to be made’, being the verb referred to in the last preceding paragraph. Along with it the sentence would stand thus: “In the city of Kaliṅga he causes to be consecrated a lake with water refreshing as the moon (or a very deep jheel) and a ghat, and many roads for all kinds of equipages”.
