There is one passage in the Atharva-veda (V. 18. 10) which seems to be a conclusive evidence for the existence of non-monarchical form of Government in the Vedic period. It occurs in the course of a long string of imprecations for the killing of a Brāhmaṇ’s cow, and runs as follows:—
