This stagnation and uniformity in the Harappā Culture throughout its known duration renders it peculiarly difficult to assess not only the sequence in the larger towns but also their relationship one to another. It is improbable that the nine building phases known at Mohenjo-daro (where virgin soil has not been reached) are all subsequent to the six identified at Harappā, but such a transference of the seat of government to a southern site (or indeed the reverse process, with Mohenjo-daro the earlier site) and a total duration of the two cities between for over a thousand years, is theoretically not impossible. The Harappā Culture is known only in its mature form; it has no known beginnings, no tentative early phases before the outlines are firmly fixed. An origin outside India is inherently improbable, but where and in what form this origin was is quite unknown.
