In the epigraphic and numismatic records of the Indo-Greek and Scytho-Parthian age, mention is made of the *Meridarkhes*⁹ (meaning, 'a district officer') and *Strategos*,¹⁰ literally meaning ‘commander of forces’ but enjoying the status of the governor of a province.¹ In the epigraphs of the Scytho-Parthians and Kuṣāṇas, we have reference to the *Kṣatrapa* and *Mahākṣatrapa*,² both derived from old Persian *Kṣathra-pāvan* meaning ‘a provincial governor’, and also to *Daṇḍanāyaka* and *Mahādaṇḍanāyaka*.³
