The Saindhava plates² from Ghumli offer a slightly bigger list of addressees, one of them being Vaikṣepika who may have been the dispatcher of messengers like the Preṣaṇika of other records.³ The word janapada is also used in the lists of addressees in these records possibly in the sense of Jānapada or the people of the countryside. Instead of the usual Cāṭa, these records use Cāra meaning ‘a spy’.
