Another interesting fact is that often a territorial or administrative unit enjoying a particular designation was represented as having another designation even without obliterating its earlier character. Thus names like Karma-rāṣṭra-viṣaya¹³ and Gopa-rāṣṭra-viṣaya¹⁴ show that the units called Karma and Gopa had been Rāṣṭras formerly but that they later became *Viṣayas*. There are similar other names like Kheṭak-āhāra and Kheṭak-āhāra-viṣaya.¹
