Members of the district council, Viṣayamahattaras, are referred to in the Kapadwanj grant of Kṛṣṇa II,(27) and those of the provincial council, Rāṣṭramahattaras, in the Dhulia plates of Karkka, son of Dhruva.²⁸ These bodies were not innovations of the Rāṣṭrakūṭas, for the Vadner plates of Kalachuri king Budharāja, dated 609 A.D.,²⁹ also refer to Rāṣṭramahattarādhikāriṇaḥ.
