It must be, however, admitted that out of the numerous Rāṣṭrakūṭa grants, mentioning various officers and bodies, only the above two records mention the members of the district and provincial councils. This circumstance can, however, be explained on the assumption that these councils were not normally expected to interfere with the enjoyment of the lands granted to the donees, rather than by the hypothesis that they did not exist except under Govinda II and Kṛṣṇa II. There is nothing improbable in the evolution of the bodies of Vishaya- and Rāṣṭramahattaras on the analogy of the council of Grāmamahattaras which existed almost everywhere in the Deccan from c. 500 to c. 1300 A.D. The Rāṣṭrakūṭa charters may be mentioning Grāmamahattaras and omitting Vishaya and Rāṣṭramahattaras, because the first mentioned councillors, being the members of local village bodies, were, unlike the last-mentioned ones, directly concerned in the matter.
