Provincial governors were also at the head of the revenue administration. This would be clear from the fact that they are invariably mentioned among the officers requested not to interfere with the peaceful enjoyment of the rent-free lands and villages granted by the emperors. Revenue settlement of the villages and fields in their jurisdiction was carried out by these officers in conjunction with the local bodies; one such fresh settlement necessitated in 941 A.D. by the drying up of an old canal is referred to in an inscription hailing from the province of Banavasi.⁷
