(5) The identification of Dêvarashtra with Mahârâshṭra is quite wrong. A set of copper-plates discovered in 1908-9 (No. 14) at Kâsimkôṭa in the district of Vizagapatam mentions the grant made by the E. Chalukya king Bhima I. of a village situated in Elamañcha Kalingadêśa which formed part of the province called Dêvarâshṭra. "Elamañchi-Kalingadêśa is perhaps to be interpreted as "the Kalinga-country of which Elamañchi (The modern Yellamanchili) was the chief town" (see Report on Epigraphy for 1908-1909; G.O. n. 538; 28 July 1909. Part II, No. 59, page 109).
