There was rice in the Delta but it was far away and the Delta was now under a hostile chief. There was rice in Kyaukse, but the capital could not be put there, so far from the country's own highway, the Irrawaddy. It was necessary to find a site which should be on the Irrawaddy and accessible to the rice of Kyaukse. The obvious site was Āva, in the Sagaing district, where the Myitnge river brought down the grain boats from Kyaukse. But as the omens were adverse to Āva, Thihathu, the surviving Shān Brother, in 1312 set up his palace at Pinya, a bad site near by, for which the omens were favourable.
