148. The Sindh-Afghanistan-Kashmir Mlechchhas had about four provinces, including Cutch. It is possible that some subordinate rulers under them were non-Mlechchhas, as the Bhāgavata says that the governors were predominatingly Mlechchhas (*Mlechchha-prāyāś cha bhūbhṛitaḥ*). Kauntī or Cutch was included in Sindh, as the Viṣṇu does not mention it separately. Cutch-Sindh was under the Western Satraps whose coins we get for some 30 years after the Kushan submission, which we may date about 350 A.D.
