¹ With this bureaucratic designation is to be contrasted the title *Rājā* applied to Tushāspha, the local ruler of Surāshṭra in the days of Aśoka, who "was more than a mere official" (*IA*, 7, 257 n). While some of the Saka provinces or districts were placed under *amātyas* or officers whose functions were mainly of a civil character, others seem to have been governed by generals (*Mahādaṇḍanāyaka*). The name of such a military governor is disclosed by a Sāñchi inscription (*JASB*, 1923, 343).
