It will be noticed that all well regulated governments of modern times have adopted these principles in their administration. The first basis of this system was laid down by Dādāji Kondadev, who in his turn had copied it from Malik Ambar. Shivaji selected the best points of all previous systems. Justice was mostly entrusted to the village panchāyats, so that the task of policing the country became automatically simplified.
