The *nagaram* and *nāḍu* of the Tamil inscriptions are, in their names, if nothing else, the exact counter-parts of the *paura* and *jānapada* respectively of Sanskrit literature. Whether the village assemblies called *Ūr* and *Sabhā* in Southern India were known to the Sanskritic writers on Indian polity, and whether the assemblies must be taken to have been included under the generic term *jānapada*, are questions not easily decided at present.
