The confluence of the combined Panjāb rivers with the ‘Indus’, wherever it may have been situated, was appointed to be the southern boundary of the satrapy of Philippos, to whom all the Thracians were made over along with an adequate force of infantry to form the garrison of his province. At about the same time the Bactrian nobleman, Oxyartes, father of Alexander’s wife, Roxana, was deputed to the Paropanisadae, or the Kābul province, as satrap in succession to Tyriaspes, whose administration had been unsatisfactory. A city was founded at the confluence of the rivers with the ‘Indus’, which Alexander hoped would become prosperous and famous. Dockyards also were constructed.
