The second fragment of the list (VII, 1, 42) gives two names of provinces in the Gandhāra kingdom, Souastene (Swat) and Goruaia, which is the alternative form of Goryene (cf. p. 3). Souastene must be Lower and perhaps Middle Swat; how far up the river Greek rule extended cannot be said,¹ for though Ptolemy describes Souastene as below the sources of the Swat river, it does not follow that anyone knew where those sources were. Goruaia must be the province between the Gouraios (lower Swat river) and the Kunar, the modern Bajaur.² Omitting Gandaritis, which *might* only mean Gandhāra generally,³ one other province of Gandhāra is known from Arrian, Peucelaïtis,⁴ the province along and north of the Kabul river with the capital Peucela⁵ (Pushkalāvatī, now Charsadda).
