XIII. Uparika. This, along with Mahārāja, was an official title of the Governor of a province;¹ hence its holder may be considered equivalent to a provincial governor. Probably the Emperor himself appointed this exalted functionary. At any rate, such was the case in the Gupta times, as is clear from the expression “tatpāda-parigrahita.”
