Govindacandra's reign was marked by the literary efforts of his minister for peace and war (Sāndhivigrahika) named Lakṣmīdhara. He seems to have produced a crop of works on law and procedure, of which the most important is the *Kritya-Kalpataru* or *Kalpadruma*. Among its chief *khaṇḍas* are:
(a) *Vyavahāra-Kalpataru*.
