v1.c10.s2.9

There is no information available about the manner in which the central government exercised supervision over the outlying districts and provinces. But we shall probably not be wrong in assuming that there were officers of the central government under the Rāṣṭrakūṭas, as there certainly were under the Vākāṭakas, who used to go on tours of inspection in the territories. Feudatories and district officers were often called to the capital to give explanations of their conduct. Secret service agents were stationed all over the empire to keep the central government informed of the intentions and actions of such provincial and territorial administrators.
