Condition (2) excludes Scandinavia since its rainfall is between 40" and 80", much more than what is required by this clause. In fact, Scandinavia is one of the fairly moist regions of the world, which is contrary to the picture of the western segment of Puṣkaradvīpa presented by the Purāṇas.
