³ Dr. Raichaudhuri points out (PHAI., p. 93) that the inclusion of Kashmir in the Gandhāra kingdom is confirmed by the evidence of Hekataios of Miletos (B.C. 549-486) who refers to Kaspapyros=Kaśyāpapura, i.e., Kashmir (cf. Rājataranginī, I, 27) as a Gandaric city.
