⁴ These viceroys appear to have been mentioned as the Satraps of Zaranj, capital of Seistan, and as Rantbil or Rutbil (probably Sanskrit Prāntapāla) or Zumbil (probably Sanskrit Janapāla) ruling over Southern Afghanistan. Whether the Kabul-Shāh was a viceroy or ‘the Śāhi of Kabul’ indicating the paramount ruler cannot be determined. Cf. Ray, op. cit., pp. 165 ff.
