The concluding hymn of the *Ṛigveda* prays that the deliberations of the *samiti* should be harmonious and the minds of its members well-disposed towards one another and its conclusions unanimous.² It is not impossible to argue that the hope and the desideratum expressed in the hymn refers to the deliberative and administrative activity of a republican state. Usually, however, the *samiti* is associated with a king and served as a check upon his power. It is, therefore, doubtful whether it denoted the Central Assembly of a republican state. The hymn by itself cannot conclusively prove the existence of a republican state.
