It is not possible to discuss here the various arguments in favour of the above divergent views. It is quite possible that these terms were used in different senses in the different parts of Vedic India or in different decades or centuries. Council, Assembly and Chamber have been used to denote different types of bodies during the last fifty years in modern India.
