The department of foreign affairs was in charge of a minister known as *mahāsandhivigrahika* in inscriptions and *dūta* in Smṛitis. Usually it had to deal with a large number of feudatories and foreign powers, and so its work was divided among several officers who worked under the Foreign Minister. As usual, the Foreign Minister had a large staff of the intelligence department under various guises in different countries, members of which used to send their reports to their chief. *Mahāmudrādhyaksha* and his subordinates, who granted visas to foreigners for entering the country, must naturally have worked under the supervision of this department. The same must have been the case with the officers in cities like Pāṭaliputra, whose duty it was to watch the movements of the foreigners residing in the country.
