The ownership of the village waste lands was vested in the village councils. In the Gupta period the Central Government could dispose of them only with the sanction of the local bodies.² Numerous Chola epigraphs record the sale of land by the village councils ; probably in many cases these were pieces of waste lands brought under cultivations.³
