The ministry was in the charge of the entire administration. It was to initiate new policies and review the old ones, especially in the light of the resources available in men and money. The proper time and place for action was to be determined and steps were to be taken to meet all possible difficulties. (*A. S.* I. 15). Kauṭilya is naturally particular that the Council of Ministers should be associated with all important formal functions. The king is advised to summon its members when, for instance, foreign ambassadors were to be received or formal durbars were to be held on auspicious or important occasions.
