Let us now enquire what were the main sources of revenue in the Rāshṭrakūṭa empire. The financial resources consisted of tribute from feudatories, income from government properties, and the proceeds of taxation. Of these the first has been referred to already. Under the second category came the income from mines, forests and waste lands, the ownership of which was claimed by the state. The ownership of arable lands, however, was vested in private individuals and families. The state could confiscate them only if the revenue demand had not been complied with.
