We have noted in a earlier chapter that the present Delhi is composed of numerous older cities and that this consummation was natural. We shall only note here that by the time of Muhammad Tughluq four seperate royal cities had come into existence, namely the Old City or the city proper, Siri, Tughluqabad and Jahan Panah built by the monarch himself. Muhammad Tughluq wanted to circumvallate all of them by a big wall which has already been described, but the plan had to be abandoned owing to its immense cost.¹
