From early Vedic days of Hindu India the administration of justice was centralized. The monarch was alone the administrator of both law and justice. But as time went on and as a settled order of society came to be the rule, it was not possible for the reigning chieftain to carry out all the functions of a judiciary which grew by degrees in volume and extent. So his work had to be entrusted to expert hands who administered the law in the name of the king, or rather the king-in-council.
