Each *sabhā* had for its members the village elders, the *bhaṭṭas* (learned Brahmans), the *viśiṣṭas* (straight and law-abiding men) and prominent priests of the temple. Further, representatives of the merchant community (*nagaraṭṭār*), of the common folk (*ūrār*), and of the district (*nāṭṭār*) not infrequently sat in the *sabhā*.
