The *Nitivākyamṛta* contains a whole section on the functions and qualifications of this functionary. This is important because Somadevasūri is a faithful transmitter of ancient and especially Kauṭalīyan tradition. The commentator quotes on the first stanza of the section a verse from Sukra:
