The second term *pariṣad* is परितः + सोदन्ति इति परिषद् = to sit. This literally means ‘sitting round,’ *i.e.*, those who speak in the assembly. The term परिषदो occurs in the *Rigveda Samhita*,¹ and Sāyaṇa comments: परितःसोदत आसीनान्. The other term *Samiti* is सम्यक्यन्ति इति समितिः॥
