In short the state must so regulate its expenditure that there might be no difficulty if it were suddenly faced with calamities of one kind or another.² This sound principle is not peculiar to technical literature only. Texts like those of the *Rāmāyaṇa* and the *Mahābhārata* contain similar rules. In the *kacchit sarga* of the *Rāmāyaṇa*³:
