In a Basara seal inscription of the Gupta period we meet with a very important term: *Raṇabhaṇḍāgārādhikaraṇa*.¹⁸ There is definite evidence that there was a separate accounts officer in charge of the military budget. This is a sure indication that by that time a distinction was made between the military budget and the civil budget. *Raṇabhaṇḍāgārādhikaraṇa* was the member in charge of military finance.
