Six out of the eight rāja-vishayas are known to have been republican.⁵ Of the other two there is hardly any doubt as to the constitution of the Pulindas. The remaining member of the group, the Andhra, therefore, gathers to itself the strongest presumption for having been a non-monarchical state in the circle of Aśoka's empire.
