§ 144. The inscription of the Yaudheyas proves that they had an elected President. The order is issued by him describing himself as the 'President made by the gaṇa of the Yaudheyas'¹. It is not clear whether the records found in the district of Hoshyarpur are impressions of official seals or coins. Of course, the coin and the seal would bear the same lakshaṇas—the lakshaṇas of the Saṁgha. The constitutional significance of the records is of great value. They are in the name of the Yaudheyas and their cabinet or executive committee. The latter are called '*mantra-dharas*'—'those vested with the policy of state:' ('*Yodheyānaṁ Jaya Mantradharāṇaṁ.*')²
