§ 251. The Jānapada yet has another synonym in Rāshtra, which is found in later works. In the Daśakumāra-charita (Ch. 3), the president of the Jānapada is called Jānapada-mahattara (Lord High President). Further on, the same person is called the Rāshtra-mukhya or the Leader of the Realm (Assembly).
