⁴ Manu VIII. 40. दातव्यं सर्ववर्णेभ्यो राज्ञा चौरैर्हृतं धनम् । According to Nandana it means that the king should make good to all the varṇas the loss sustained from thieves, The great commentator Medhātithi as well gives the same meaning.
