'The governmental authority of the district' (*adhishṭhānādhikaraṇa*) is expressly mentioned as vested in the government official along with the popular officials of the city corporation—*e.g.*, *Niyuktaka-kumārāmātya. Vetravarmmaṇi adhishṭhānādhikaraṇam cha Nagara-śreshṭhī* (*etc*).—*puroge samvyavaharati* (p. 133).
