³⁶¹ धर्मश्च व्यवहारश्च चरित्रं राजशासनम् । चतुष्पाद् व्यवहारोयमुत्तरः पूर्वबाधकः ॥ तत्र सत्ये स्थितो धर्मो व्यवहारस्तु साक्षिषु । चरित्रं पुस्तकरणे राजाज्ञायां तु शासनम् ॥ नारद, व्यवहारमातृका I. 10-11; the first half in each verse is the same in कौटिल्य.
