Medhātithi on Manu VIII. 1 remarks that *rājya* means 'a prosperous people'. In XIII. 4 Kauṭilya states (*na hyajano janapado rājyam janapadam vā bhavatīti Kauṭilyaḥ*) it as his opinion that a territory without any inhabitants cannot become a *rājya* (a kingdom) or a janapada (as one of the seven elements). Śabara on Jai. II. 3. 3 has a discourse on the derivation of *rājya*.
