I. 23. This conception bears striking resemblance to the words of Machiavelli in ' Discourses 'I. 3 quoted by H. Butterfield in 'State. craft of Machiavelli' (1940) p. 111 'Those who have discussed the problems of civic life demonstrate-and history is full of examples to confirm the fact-that whoever organizes a state and arranges laws for the government of it must presuppose that all men are wicked and that they will not fail to show their natural depravity whenever they have a clear opportunity, though possibly it may be concealed for a while'.
