That *vidhis* alone have special obligatory authority and that arthavādas are authoritative only in so far as they form one syntactical whole with the vidhis is a general rule. The rules distinguishing between *vidhis* (properly so called), *niyama* vidhis and *parisaṅkhyā* are general.
