The testimony of Megasthenes is amply confirmed by the details of census and similar operations preserved in the Arthaśāstra. The necessity to Government of an intimate knowledge of the places and people under it goes without saying, and it is no wonder that in the effective administrative organization of Chandra Gupta there was found a place for census operations, the scope and aims of which were, however, necessarily different from those of similar operations in modern times.
