The foregoing account of the concessions to the tax-payers gives us a clear idea of the care of the state for the welfare of the governed. The state made the necessary concessions and remission in hard cases. The inundation of the cultivated lands by unprecedentedly heavy floods resulting in the economic ruin of those parts, and the plunder of the people, and such other unforeseen losses afforded the occasions for such concessions.
