2. Liability of Surgeons and House-owners. Surgeons treating of patients suffering from suspicious wounds (*prachchhannavraṇa*), and masters of houses finding persons preparing dangerous or deadly drugs (*apathyakāriṇam roga-maraṇotpādaka-dravyam*) must always report the fact to the civic officials in charge, viz., the Gopas and Sthānikas. Otherwise, they were liable to the same punishment as the guilty persons themselves.
