The sources of external trouble are stated to arise out of disaffection of officers named (1) *Rāshṭramukhya* (2) *Antapāla* (3) *Āṭavika* (4) and the subdued king (*daṇḍopanata*). The remedy is stated to be that one may be set against the other (*tamanyonyenāvagrāhayeta*) [IX. 3].
