Economic planning, as defined by Stalin, Mussolini, Hitler and Roosevelt as well as the Seiyukai Party and British National Administration of today was not and could not be understood by Kauṭalya as it was not and could not be understood by the past masters of centralization, administrative unification as well as promoters of welfare in Roman and Elizabethan times, in the *ancien regime* as well as in the Hohenzollern epoch. It is in the interest of economics, politics and sociology as well as of indology that we should save ourselves from the tendency to use ultra-modern categories in connection with old Hindu institutions and theories.
